Catholic Education Services (CES) exists as part of the diocesan curia and assists the Bishop in directing pastoral action through educational administration and support. CES expresses its mission as follows:

Through their involvement in the Catholic faith community, students are able to reach their full
potential through the enhancement of their educational, personal and spiritual dimensions. They
and the communities in which they live and study are sustained and enriched by the life-giving
relationships that they develop.

The responsibilities held by CES call those involved in Catholic Education to a professional life of leadership, faith, service and commitment to their particular role.

As a service provider, the task of the CES Office is to develop organisational capability at both a macro (whole of Diocese) and micro (individual school) level. This requires CES staff to develop a balanced focus on the overall needs of Catholic Education in the Diocese, as well as the needs of individual schools within the Diocese.

Staff in the CES office are required to have a strong service mindset that resonates with and is centered in supporting schools in their mission to nurture students to reach full potential in their educational, personal and spiritual development.

Each staff member of the CES Office is required to act in ways that the highest priority needs of Catholic Education, both of individual schools and the system, are being served. This requires the spirit and skill of enabling others to make a meaningful difference while at the same time having the courage to challenge processes and practices in ways that bring about improvement, change and growth for the schools and their students.

This style of engagement is intended to be relational, fostering collaboration and the building of trust where such values lead to the establishment of an integrated diocesan identity and culture – a whole of system approach.

Structure

CES staff form one community and are committed to a shared vision and a common set of responsibilities for all members. These include a commitment to community, support for policy, appropriate representation and the alignment of skills to serve the overall mission.

The responsibilities delegated to CES have given rise to an organisational structure reflective of diocesan tradition and service development needs. This organisational design includes service teams of: Executive Services, School Development, Corporate Services, Learning & Teaching, Faith & Religious Education. As well, smaller and more focused team units constitute each of these functional groups. Each of the smaller units is generally oversighted by a team manager, who, in association with other senior staff, form the wider team. An overview of the organisational structure follows.

Enabling Systems

Releasing the Spirit in organisational life is central to CES operations. Values which underpin leadership and management responsibilities seek to create a culture of service and communion and include: collegiality, subsidiarity and common good. Leadership is reviewed as an expression of Christian Baptism and management entails the application of systems for efficiency and effectiveness. These enabling systems energise, liberate and allow for the sharing of wisdom.

The obligations of the Central Office bring about a number of significant responsibilities:

  • Leadership and Renewal of Catholic Education, especially the Catholicity and
    effectiveness of schools as avenues through which students and their families are
    presented with the gospel message of Jesus Christ.

  • Monitoring and maintenance of standards and accountability with respect to the
    values, policies and procedures of the Board and CES, supporting the achievement
    of agreed performance targets and outcomes.

  • Management and oversight of school operations, ensuring compliance with legal
    and financial obligations of local, state and commonwealth governments.

  • System development and forward planning, including both the development of
    new schools and modification of existing schools in line with changing needs and trends.

  • Management of relationships and communication within the Catholic Community
    (including the clergy, parish, school boards, parents and friends associations) and
    with other stakeholders and interest groups in order to promote and strengthen
    Catholic Education.

  • Representing and acting on behalf of the Diocese in media, public, government
    and also specifically Catholic forums (eg, QCEC).

  • Support of schools through the development, monitoring and mentoring of
    Principals and staff in schools

  • Provision of support to the Bishop, the Board of Governance and its committees,
    including provision of information and advice, assistance in the formation of
    policy, provision of executive and administrative support, and facilitation of
    effective communication between the Board, the schools and other stakeholders.

  • Provision of performance management information against agreed outcomes,
    within CES and among school staffs.

  • Financial Management, including the preparation, acceptance and implementation
    of the annual Central Fund budget and the budgets of the colleges and schools.

  • Human Resources and Industrial Relations Management, as delegated by the
    Bishop as the employing authority for all diocesan and parish schools.
  • Management of Professional Development, ensuring all formally engaged in the
    Catholic Education have access to and receive appropriate professional
    development that will support the management and provision of high quality
    education services.
In addition, the CES Office assumes significant responsibility for facilitating adult faith
education initiatives, and co-ordinates the work of state school catechists.
