The Learning Framework document completes the four core documents of Catholic Education in the Cairns Diocese, published in 2007.
A team of teachers, principals and Catholic Education Services staff produced the Learning Framework following a consultation process.
The output of their efforts is a document that describes the key elements that should inform curriculum planning and decision-making in our schools, along with the delivery and evaluation of curriculum in classrooms across the diocese.
The Learning Framework was developed as part of an ongoing process to support school communities as they implement an outcomes approach to teaching and learning. It is aligned with the Strategic Priorities 2005-2009 and articulates roles for lifelong learning.
The Learning Framework provides a beginning point for planning for learning at any level. It challenges and supports educators in our system to create learning opportunities that meet the needs of learners in our schools in the 21st century.
The Learning Framework has an overarching vision which states:
"The learner is at the heart of education in Catholic Schools in the Diocese of Cairns and integrates life and faith by living the gospel values of Jesus Christ. Learners shape and enrich the changing world in which they live and are co-creators of a preferred future."
The Learning Framework captures a view about learning, teaching and leadership that is authentic and central to Catholic Education in the Diocese of Cairns. Such a view is captured in a Kingdom vision which recognises processes of being and becoming for all God’s people:
Aspiring to Be and Become
• People of hope, joy, courage and wisdom
• Communicators who are effective and creative
• Learners who are inquiring and reflective, seeking truth
• Participants and producers who are independent and interdependent
• Citizens of the world who are responsible, ethical and resourceful
• People enriched by a spiritual appreciation of self, God, neighbour and life

The Learning Framework is used as an approach to planning, teaching, assessment, evaluation and reporting. It is supported by, and in turn supports many other elements within Catholic Education in the Diocese of Cairns. These include:
- Catholic Education, Diocese of Cairns, Strategic Framework
- Strategic Priorities for Catholic Schools , Diocese of Cairns which provides the cohesive priorities for all within Catholic Education for the years 2005-2009
- Consistency of teacher Judgement processes
- the Religious Education Outcomes
