A registered teacher and psychologist whose contribution to education spans 30 years including: teaching (primary, secondary and tertiary), guidance consultancy, and 18 years in executive leadership roles in Catholic and government system authorities inclusive of Executive Director, Catholic Education Office, Toowoomba, Executive Director, Edmund Rice Education and Executive Director, Catholic Education Services, Diocese of Cairns.
Served on Ministerial Advisory Councils (Special Education, Curriculum and Multi-Cultural) and a member of State wide Statutory Authorities in Senior Secondary School Studies and Teacher Registration. Contributed to the wider educational discipline through a host of professional association memberships and authored individually and with colleagues, twenty significantly large works (texts and monographs) in areas such a Special Education, Language and Reading, Interpersonal Psychology, Curriculum, Consultancy, Organisational Renewal and Christian Leadership.
Degrees in Arts and Educational Studies, masters’ degrees in Educational Psychology and Christian Leadership, diplomas in Teaching, Psychology and Theology and a research doctorate in Educational Psychology. President-Elect of the Queensland Branch Committee of the Australian College of Educators (ACE), A Fellow of the College and a Fellow of the Australian Institute of Management.

Responsible for the diocese’s six secondary colleges, Hugh O’Brien has around 40 years of experience as an educator, including 18 years as Principal of St Mary’s Catholic College in Cairns. Hugh provides support to the work of schools and their principals in managing their increasingly complex workloads and involvements.

PAUL DAGLISH
BEd MACE Catholic Education Services - Administrative Services Manager
Administrative Services Manager, Paul Daglish is part of the senior management group at Catholic Education Services. Paul has served as a principal in four schools, including Holy Cross at Smithfield, St Thomas’s at Mareeba, Our Lady of the Sacred Heart at Port Keats in the Northern Territory, and Sacred Heart School in Launceston.
The Administrative Services Manager provides support to the Director and School Development Officers in the administration, coordination and development of Catholic Education in the Diocese, assisting in the formation and writing of policies and procedures and implementation of new initiatives.
JOHN MULA

A teacher and educational leader with 27 years of experience in a diverse range of educational setting including Preschool to Year 12 schools, day and boarding schools, city and country schools, post compulsory adult education, boys independent Catholic College, coeducational catholic colleges and private schools, including 17 years in senior educational leadership in Rockhampton, Toowoomba and Brisbane Dioceses and in private training colleges and schools gaining valuable experience in the primary secondary and vocational education.
In recent years active participation in Education and Training Reforms for the Future (ETRF), a member of the Wide Bay Senior Schooling (ETRF) Management group and involvement in the QSA senior syllabus review and QCAR initiatives. Membership of a range of professional associations in areas of middle schooling, educational administration and curriculum studies publishing articles in middle schooling and transition year curriculum.
Degrees in Science and Educational Studies from Griffith University and University of Queensland respectively, masters degrees in Educational Leadership from Australian Catholic University, graduate diploma in Teaching, diploma in Christian Leadership an active member of Australian College of Educators (ACE).
SCHOOL DEVELOPMENT OFFICERS
The capacity of Catholic Education’s three School Development Officers to assist schools and principals with curriculum, new developments and ongoing support has ensured enhanced coordination and leadership in the Cairns diocese, since their appointment in 2003.
School Development Officers hold responsibility for oversight of schools and curriculum leadership and entails mentoring and monitoring the work of our schools. The core responsibility of these positions is to provide support and guidance to principals and school staffs, enhancing the effective delivery of Catholic Education to our students.
All three appointments have extensive experience in Catholic Education, with careers in teaching and educational leadership to provide them with hands-on knowledge of life in the school environment.

Jennifer was appointed to the role of School Development Officer in 2006 and works across 11 primary schools in Cairns and southern areas of the Diocese.

Jennifer has a wealth of experience in leadership in Catholic primary schools, having served as a Principal in two dioceses. She has also been Acting Assistant Director at the Rockhampton Catholic Education Office.
In addition to supporting schools Jennifer also holds responsibility for the planning and introduction of the Preparatory Year in the diocese in 2007. She works closely with early year's teachers, curriculum support teachers and LOTE teachers in enhancing their knowledge, skills and classroom practice. Jennier also works collaboratively with personnel at Queensland Catholic Education Commission (QCEC) in developing and promoting student protection policy and procedures and holds responsibility for implementing these policies within in the Diocese of Cairns.
ANNETTE RINAUDO

Diocesan Faith and Religious Education Coordinator
Annette is a Cairns local, educated for 12 years at St. Monica’s College before moving to Brisbane to study music at Kelvin Grove CAE, graduating in 1980 as a Secondary School Music Specialist. She subsequently worked in a variety of occupations in Brisbane and Sydney, eventually returning to Cairns in 1992. Annette then taught (first Music and later Japanese) at several Cairns primary schools whilst pursuing studies in Liturgy and Theology, before taking up the position of Diocesan Faith and Religious Education Coordinator in 2004.
In this position Annette provides support for Assistants to the Principal – Religious Education and other school staff in any areas relating to Faith and Religious Education. This includes: providing and coordinating Professional Development opportunities for staff in Catholic Schools; liaising with Australian Catholic University and Brisbane College of Theology in the provision of Post-Graduate study opportunities in the areas of Religious Education and Theology; administration concerned with policies such as the QCEC Policy regarding Teacher Accreditation; supporting the Coordinators of State School Religious Education; representing Cairns Catholic Education on committees such as the Catholic Ethos and Formation Subcommittee of QCEC and the Diocesan Faith Representatives Group. This role has already provided many challenging, learning experiences and affords Annette the opportunity to pursue interests in a variety of fields including Theology, Liturgy and the Arts while providing Professional Development for teachers of Religion throughout the diocese. She is committed to seeing Religious Education afforded the same status as other Key Learning Areas and is keen to support the building of crosscurricula links in the teaching of Religious Education. |
