In 2002, a strategic review of Catholic Education was undertaken, the outcome of which was a Strategic Framework. The Strategic Framework is the second of the two foundational projects that provide focus for the work of the schools and the CES Office. As with the Defining Features, staff in leadership positions in the schools and the Central Office are to have a thorough understanding of the content and implications of both documents.

The Strategic Framework 2002-2006 document outlines the elements, core purpose, vision and values for Catholic Education in the Diocese of Cairns. The simple model is based on the 'balanced scorecard' approach to planning, which identifies the core elements of what happens in an organization that most contributes to the achievements of its goals.

In the case of Catholic Education in the Diocese of Cairns, the outcome is the education, social and spiritual development of our students.

• Educated children who are prepared for life, who have the capacity for managing change and continual renewal in both their personal and working lives and can operate in a global environment.
  
  
• Flourishing spiritual development in alignment with the Catholic faith within sustainable and enriched communities.
  
  
• Students who have the capacity to lead an integrated, Christ-centred life.
  
  
• Students who have high capability for employment or further education.

The Strategic Framework also has a Context paper and an Implementation Plan to further support the understanding and implementation of its objectives.

VISION
Through their involvement in the Catholic Faith community, students are able to reach
their full potential through the enhancement of their educational, personal and spiritual
dimensions. They and the communities in which they live and study are sustained and
enriched by the life-giving relationships that they develop.
